| The small villages through-out Armenia and Nagorno-Karabagh
(Artsakh) are in need of assistance. Especially vulnerable—and essential
for the integrity and security of both Armenia and Artsakh—are many
border villages. Most have only limited resources and are already
sparsely populated and will continue to lose their population without
help. |

between success and failure, and even life and death.
In consultation with high-level officials of the government
of Artsakh, the Catholicosate of Cilicia agreed to renovate and
revitalize the border village of Nor Khazan in Artsakh, which will be
renamed Nor Giligia. This project requires the building of houses,
roads, schools, hospitals and other infrastructure improvements. It
also requires strengthening the economic outlook and providing
agricultural and industrial opportunities.
Briefly stated, the prime purpose of this
project is to make life livable, and give hope for a brighter future so
that current inhabitants will remain on the land and new families will
be attracted to the area.
The Catholicosate is partnering with the government of
Artsakh in this project. The government will provide the improvements to
the infrastructure including roads, water, electricity, gas and other
essentials. The Holy See of Cilicia and its prelacies will sponsor the
building of new homes and communal structures. |

Stepanagert, near the border and is currently home to about 22 families.
The master plan calls for the building of 60 new homes, as well as
schools, medical center, church and meeting hall. An exterior and
interior of an existing school has already been totally renovated by the
Prelacy of Cyprus. | | HOME CONSTRUCTION BEGAN IN
SEPTEMBER AND WILL CONTINUE AS LONG AS THE WEATHER PERMITS AND THEN
RESUME IN THE SPRING. |

House of Cilicia will undertake a portion of the financial
responsibilities of this vital project. His Holiness Aram I has
designated qualified individuals to supervise the project and bring it
to a successful conclusion.
In this initial phase, the Eastern Prelacy has agreed to
sponsor four houses at an approximate cost of $35,000 per house. Each
house is 700 square feet, and can be easily enlarged in the future. | |
